It is no secret that the American people are facing a very tough economic climate. Our economy remains sluggish, people fear losing their jobs and their homes, and many are worried about the future their children and grandchildren will inherit. They are deeply concerned about the outlook for our great country and wonder if their children will grow up in the same America they did. People are looking for real solutions to the problems we face.
For this reason, as my first official act of the new Congress I introduced a balanced budget amendment to the Constitution. My legislation, which already has the support of over 180 bipartisan Members, ensures that the federal government is held accountable and that the money our citizens work so hard to earn is not squandered on wasteful spending and programs. Specifically, the legislation forces Congress to enact fiscally responsible spending measures and reduce the deficit by requiring that total spending for any fiscal year not exceed total receipts. Families all across our nation understand what it means to make tough decisions each day about what they can and cannot afford and government officials should be required to exercise similar restraint when spending the hard-earned dollars of our nation’s citizens. With forty-nine out of fifty state governments, including Virginia, required to balance their state budgets, people are amazed that the federal government is not restrained in this way and strongly support a balanced budget amendment to the U.S. Constitution.
In addition, I was pleased to introduce another Constitutional amendment that has three parts. This resolution would amend the Constitution to require that total spending for any fiscal year not exceed total receipts, require that bills to raise revenues pass each House of Congress by a 3/5 majority and establish an annual spending cap such that total federal spending could not exceed 1/5 of the economic output of the United States. The bill would also require a 3/5 majority vote for any increases in the debt limit.
As our nation faces many difficult decisions, Congress will face great pressure to spend beyond its means rather than making difficult decisions about spending priorities. Just this week, President Obama delivered his official State of the Union address to a joint session of Congress where he called for billions of dollars in new spending. It is these reckless spending policies that have had such a chilling effect on our national economy. I remain committed to advancing policies, such as a balanced budget Constitutional amendment, that help our federal government to be lean, efficient and responsible with the dollars that our nation’s citizens worked so hard to earn. It is the only way to ensure the future growth of our economy.

From Congressman Bob Goodlatte --- Putting You Back In Charge of Your Health Care

Just days ago the House of Representatives, with my support, delivered on our promise to the American people to hold a vote on legislation that would repeal the sweeping health care reform law, passed by the last Congress. For nearly two years now the American people have been attending town hall meetings, sending letters and e-mails and making phone calls. Their message has been simple and consistent: We don’t want a government takeover of our health care system.
With total disregard for the will of the American people, the Majority in the last Congress pushed through a health care reform law, which was defined by federal regulations, mandates, a myriad of new big government programs, and a significant increase in federal spending and debt at a cost to our country too high to bear. This legislation, which was signed into law last year, gives Washington bureaucrats ultimate control over what is best for you and your family – deciding when and what treatment you can receive.
The so-called health care reform law creates more than 150 new government agencies and programs at a cost of well over $1.2 trillion. It mandates that folks buy health insurance, makes significant cuts to Medicare and includes $569 billion in devastating new tax increases imposed on individuals and small businesses.
Americans are frustrated by rising health care costs. Instead of passing legislation that raises taxes, raises health care costs, adds to our national debt, and hurts America’s seniors, families and small businesses, Congress must focus on policies that cut health insurance costs and make health care better, more available, and more affordable for all Americans.
In addition, I voted in support of a resolution which instructs the House Committees with jurisdiction over health care to each develop and report out legislation proposing replacements to the flawed health care reform law. The appropriate House Committees will now begin working on this replacement legislation which will likely include proposals such as allowing for the purchase of health insurance across state lines, allowing individuals and small businesses to join large pools to get more competitive rates, providing tort reform to cut down the high cost of defensive medicine, allowing full tax deductibility of health insurance premiums, and providing for portability of health insurance and protection against pre-existing condition exclusions. A replacement health care bill should also increase the number of community health centers, encourage the use of health information technology to achieve greater efficiencies and provide health insurance tax credits for individuals and families who don’t have access to employer-based health insurance.
We need a positive, patient-centered strategy that puts patients, families and doctors, not Washington bureaucrats, in control of personal health care decisions. While we can all agree that our current health care system needs to be reformed, the new health care law was not the right way to do it which is why there was a bipartisan vote in the House of Representatives to repeal it. Now is the time to focus on replacing it with commonsense measures that expand access and choices while lowering costs.

From Congressman Goodlatte --- 'Resilience in the Face of Tragedy'

On a recent Saturday morning the constituents of the 8th Congressional District of Arizona were gathering outside the local grocery store in order to speak to their Member of Congress, Gabrielle Giffords. By all accounts it started off as any typical weekend might. However, as we all know that changed in an instant and it had a tragic ending. Only minutes into Congresswoman Giffords’ first ‘Congress on Your Corner’ event of the year, a crazed gunman opened fire, killing six and wounding 14 including Congresswoman Giffords, who was shot in the head at point blank range.
Over the last few days we have learned more about the lives that were tragically lost that day. Among them was nine year old Christina Green, who had recently been elected to the student council at her elementary school. She headed to the grocery store that morning with a neighbor to meet her local Congresswoman whom she admired; Federal Judge John Roll, who was a distinguished member of the legal community for over 40 years; Dorothy Morris, who had been married to her high-school sweetheart for 55 years; Phyllis Schneck, a beloved grandmother who simply wanted to shake her Congresswoman’s hand; Dorwan Stoddard, who was killed while shielding his wife from the gunfire; Gabe Zimmerman, a devoted public servant who was only months away from his wedding. As Director for Community Outreach for Congresswoman Giffords, Gabe had planned Saturday morning’s meet and greet for the constituents of Arizona’s 8th District.
Congresswoman Gabrielle Giffords continues to fight for her life in a Tucson hospital but seems to be making positive progress. Just two days before this horrific act, Gabby joined me and other Members of Congress in reading aloud the U.S. Constitution on the House Floor. It was my privilege to yield to Gabby to read the 1st Amendment and she and those participating in her ‘Congress on Your Corner’ event were exercising their 1st Amendment freedoms of speech and peaceable assembly. She was talking to her constituents about her work on their behalf in Washington and listening to their opinions and concerns. It is unconscionable that anyone would take violent action to deprive someone of their life or liberty.
While Saturday’s tragedy serves as an unfortunate reminder that evil does exist in this world, it must also remind us of the good in people as we hear the stories of the heroes of that day. Members of Congress cannot allow this senseless act of violence that occurred against Congresswoman Gabrielle Giffords to deter us from our jobs. Nothing is more important to me than the safety of my staff and my constituents and so I will continue to take any necessary precautions to provide for everyone’s safety.
I ask my constituents from all across the 6th Congressional District to join me in praying for Congresswoman Gabrielle Giffords, her staff, and all the others whose lives were forever changed by the heinous act of violence that occurred in Tucson.

Congressman Goodlatte has been an active member of the House Judiciary Committee since he was elected to Congress.

GOODLATTE REINTRODUCES BALANCED BUDGET AMENDMENT

Washington, D.C.: In the opening hours of the 112th Congress, Congressman Bob Goodlatte reintroduced a balanced budget Constitutional amendment, which will require Congress to enact fiscally responsible spending measures, reduce the deficit, and ensure that the money our citizens work so hard to earn is not squandered on wasteful spending and programs. Thus far, 141 bipartisan Members of Congress have signed on to Congressman Goodlatte’s legislation as cosponsors. Congressman Goodlatte previously introduced this legislation in the 110th and 111th Congresses.
“We have a spending addiction in Washington, D.C., and it has proven to be an addiction that Congress cannot control on its own and which is bringing dire consequences,” said Rep. Goodlatte. “We have gone in a few short years from a deficit of billions of dollars to a deficit of trillions of dollars. The government is borrowing money at an unprecedented pace, which presents serious risks of massive inflation. Our national debt recently surpassed an astonishing $14 trillion and continues to rapidly increase, along with the waste associated with paying the interest on that debt.”
The balanced budget amendment is a commonsense measure that is long overdue. It requires that Congress not spend more than it receives in revenues, requires the President to submit a balanced budget to Congress, and requires a 3/5 majority vote to increase the debt limit, while also providing an exception in times of national emergencies. A Constitutional amendment will force Congress to eliminate unnecessary and wasteful spending and make the decisions necessary to balance the budget and eliminate the federal deficit. Currently, forty-nine out of fifty state governments, including Virginia, have a balanced budget requirement.

In addition, Congressman Goodlatte introduced another Constitutional amendment that has three parts. This resolution would (1) amend the Constitution to require that total spending for any fiscal year not exceed total receipts; (2) require that bills to raise revenues pass each House of Congress by a 3/5 majority; and (3) establish an annual spending cap such that total federal spending could not exceed 1/5 of the economic output of the United States. The bill would also require a 3/5 majority vote for any increases in the debt limit.
Both pieces of legislation have been referred to the House Judiciary Committee on which Congressmen Goodlatte serves as a senior Member.

Washington, D.C.: In the opening hours of the 112th Congress, Congressman Bob Goodlatte reintroduced a balanced budget Constitutional amendment, which will require Congress to enact fiscally responsible spending measures, reduce the deficit, and ensure that the money our citizens work so hard to earn is not squandered on wasteful spending and programs. Thus far, 141 bipartisan Members of Congress have signed on to Congressman Goodlatte’s legislation as cosponsors. Congressman Goodlatte previously introduced this legislation in the 110th and 111th Congresses.
“We have a spending addiction in Washington, D.C., and it has proven to be an addiction that Congress cannot control on its own and which is bringing dire consequences,” said Rep. Goodlatte. “We have gone in a few short years from a deficit of billions of dollars to a deficit of trillions of dollars. The government is borrowing money at an unprecedented pace, which presents serious risks of massive inflation. Our national debt recently surpassed an astonishing $14 trillion and continues to rapidly increase, along with the waste associated with paying the interest on that debt.”
The balanced budget amendment is a commonsense measure that is long overdue. It requires that Congress not spend more than it receives in revenues, requires the President to submit a balanced budget to Congress, and requires a 3/5 majority vote to increase the debt limit, while also providing an exception in times of national emergencies. A Constitutional amendment will force Congress to eliminate unnecessary and wasteful spending and make the decisions necessary to balance the budget and eliminate the federal deficit. Currently, forty-nine out of fifty state governments, including Virginia, have a balanced budget requirement.

Washington, D.C.: Last week, at the urging of Congressman Bob Goodlatte, the House Republican Leadership released House Rules for the 112th Congress that recommit the Congress to the text of the U.S. Constitution. As proof of this commitment to hold true to the fundamental principles upon which this country was founded, the new Rules for the 112th Congress include Congressman Goodlatte's recommendation that the U.S. Constitution will be read aloud on the House Floor during the first week of the 112th Congress.
Congressman Goodlatte will lead the reading of the U.S. Constitution, which will start at 10:30 a.m. on Thursday, January 6, 2011. The reading is expected to take between one and two hours and is open to all Members of Congress who are interested in participating. Members will read the Constitution and amendments on a first come first serve basis.
“One of the resounding themes I have heard from my constituents is that Congress should adhere to the Constitution and the finite list of powers it granted to the federal government,” said Congressman Goodlatte. “The Constitution has never been read aloud on the floor of the House of Representatives. This historic and symbolic reading is long overdue and shows that the new majority in the House truly is dedicated to our Constitution and the principles for which it stands. As the written expression of the consent the American people gave to their government – a consent with restrictions and boundaries – the public reading of the Constitution will set the tone for the 112th Congress.”
Goodlatte is a senior Member of the House Judiciary Committee, which has jurisdiction over Constitutional amendments and other issues pertaining to the U.S. Constitution.

Governor McDonnell will be at campaign headquarters - 115 Boulevard in Salem - on Sunday, January 9th to thank the volunteers for their hard work and encourage folks to vote for Greg Habeeb in the special election on January 11, 2011. 8th DISTRICT CANDIDATE FORUM --- Tonight, January 3 at Andrew Lewis Middle School
Our Republican nominee, Greg Habeeb, will be participating in the Salem PTA Forum, this evening, along with his Democratic opponent. The opposition is trying to drum up support for her campaign by bringing in Tom Perriello - the freshman Congressman who lost his job last November because he voted for Pelosi's and Obama's Health Care, Cap and Trade and the failed Stimulus. Let's have a large Republican attendance to cheer on Greg and show those liberal progressives that Salem and Roanoke County stand behind conservative candidates like Greg Habeeb. The forum will begin at 7:00 PM at Andrew Lewis Middle School in Salem. Because parking is limited and the forum may be crowded, I advise you to be there early to find parking and a good seat. I hope to see many of you there this evening!

From Congressman Bob Goodlatte --- Looking Ahead to the 112th Congress
Weekly Column: December 31, 2010
This week marks the official start to the 112th Congress. Members of this new Congress, including myself, will be officially sworn into office by the new Speaker of the House, John Boehner. We face many challenges as we enter into this historic session, including out of control government spending, record unemployment numbers, and many others. These issues touch the lives of every American.
As economic uncertainty continues, many across our nation are looking to the government for leadership during this difficult time. The Democratic controlled Congress responded by raising taxes, increasing federal spending at an unsustainable pace, allowing our national debt to spiral out of control, and passing legislation that gives the federal government more control of our daily lives. They have spent trillions on bailouts and stimulus packages to help grow our economy, but all it has done is increase our debt and the size of the federal bureaucracy while leaving our nation’s unemployment rate hovering around ten percent.
We simply cannot continue down this fiscally irresponsible path. It is time Congress takes control of spending instead of letting it control the Congress. In these challenging economic times it is even more important for government to control spending. The federal government must work to both eliminate every cent of waste and squeeze every cent of value out of each dollar our citizens entrust to it. With families and small businesses all across our nation making tough decisions each day about what they can and cannot afford Congress should not be allowed to ignore these tough decisions when creating spending policies for the federal government.
For this reason, in the opening days of this new Congress, I will be introducing a balanced budget amendment to the Constitution. My legislation, which has had bipartisan support in the past, ensures that the federal government is held accountable and that the money our citizens work so hard to earn is not squandered on wasteful spending and programs.
