I was listening to the news this morning on 960AM and they said that Gov. Kaine was out of the state attending Democrat Fundraisers in TN and LA yesterday while people here at home we struggling with rising waters from the rain. Luckily he is going to come to VA today.
I cannot wait for VA to have a full time Governor again.

It is not Katrina. It is just rain, and we really needed it.
This isn't Louisiana. Our local officials are pretty competent at handling local affairs. Norfolk knows how to deal with flooding, Richmond can handle a a few road closures and power outages.
Given that this is the Twenty-first Century, the electronic connectivity is more than adequate to permit the Governor to take a trip to other states and still be readily available to monitor and provide support to local storm recovery operations.
I agree with your premise that our Governor should not hold a second job while in office, but under the current law, he is free to do that, just like most citizens are not prohibited from holding additional jobs.

As far as holding a second job and it not being against the law, you are correct. However, being a Governor is a little different than the average 'citizen', wouldn't you agree?

In North Carolina, an elderly man standing in his yard was killed when a pine tree was snapped off by strong wind and fell on him.
So, you keep making excuses for our part time Governor to be out of the state...It's not about the RAIN!
